把救灾队伍派到中国

Relief efforts must go where they're wanted, as well as needed

The government of Myanmar has stubbornly refused to allow foreign disaster relief experts into the country to tend to the devastation and rising death toll left by cyclone Nargis.
Now that a major earthquake has occurred in neighbouring China, external agencies and governments should stop lingering on Myanmar's borders and transfer their resources into China, where they can do the most immediate good. This includes the Canadian military's Disaster Assistance Response Team (DART), currently waiting fruitlessly in Thailand for permission to enter Myanmar.
Monday's earthquake was centred in the western Chinese province of Sichuan and has left a preliminary death toll of 8,500, which is expected to rise. As any emergency preparedness expert knows, the first 24 to 48 hours are critical in responding to calamities. Without assistance in this timeframe, people are most likely to die from their injuries or to start contracting preventable diseases from contaminated water sources fouled by ruined infrastructure and dead bodies. Sichuan is right in the middle of this window, ripe for assistance when it will count the most. Cyclone Nargis struck Myanmar's Irrawaddy Delta on May 2, nearly two weeks ago. By now, the opportunity to provide the most crucial aid is long past.
This is not to suggest that the relief effort in Myanmar be abandoned. Being far less developed and also stricken with an incompetent government, the country is in dire need of help. The material assistance which has been pouring in from outside must continue even if official distribution of the aid is incompetent and hampered by the military junta's lack of equipment and training. Diplomatic attempts to cajole the junta into letting in foreign aid workers should also continue even if success remains unlikely.
However, in China, lives are on the line and there is no excuse for leaving vital resources to languish outside Myanmar in the forlorn hope they will be permitted into the latter country, when any expert know-how will be readily welcomed by the Chinese.
The Chinese government may be an unpleasant dictatorship with a laundry list of abuses and crimes even longer than that of Myanmar's military, but it is far more open to outside assistance. The Canadian government ought to immediately arrange for the DART team to travel to the scene in Sichuan. Allowing the team to remain inactive, a slave to politics, is indefensible.
Although deaths from Nargis are likely to soar into the hundreds of thousands -- far exceeding the number of victims of Monday's Chinese quake -- help needs to be allocated where it will be best used. Since Myanmar's paranoid rulers are willing to let their own people suffer rather than see their philosophy of self-sufficiency undermined, the world can and should guiltlessly direct its labours to the more accessible problem of disaster relief in China, secure in the knowledge that it is already doing everything in its power to help Myanmar.
